The following groups of entrepreneurs will be instantly rejected:

• debtors and disqualified business people;
• managers who are accused of illegal activity;
• candidates with land-use certificate inconsistencies;
• applicants who fail to comply with financial requirements.

Another important notion is that potential licence holders cannot change game elements after submitting a request. This rule was implemented to eliminate extra delays caused by altering petitions during the review period.

Once the application is accepted, the regulatory body will proceed with considering it within 15 working days unless any clarifications are needed.
